This article identifies Alec Clegg as the leading figure behind the English middle-school movement from the late 1960s. It is argued that the rise of middle schools was sustained by Clegg's astute understanding, which he transmitted to other local education authorities, that the political imperative of comprehensive reorganisation need not necessarily be at odds with the educational interests of 'middle years' children. The article supports the view of Gosden and Sharp in The Development of an Education Service in the West Riding, 1889-1974 that the middle-school model 'was probably the West Riding's single greatest contribution to national education in the post-war period'.

Purpose – Although it is well known that firms can use signals to inform consumers about the unobservable aspect of their products or services in a market where asymmetric information exists, research on the relationship between signal quality and service quality is largely ignored. The purpose of this study is to investigate the role of signal quality in the quality of Master of Business Administration (MBA) education in Vietnam. Design/methodology/approach – A sample of 457 MBA students in both local and international MBA programs in Ho Chi Minh, Vietnam, was used to test a model that incorporates the relationships between signal quality, program investments, perceived quality, and program loyalty by means of structural equation modeling. Findings – The results of this study indicate that signal quality has a positive impact on program quality. In addition, program investments affect both the signal quality and program quality, and program quality underlies program loyalty. Finally, no significant difference is found between local and international programs. Research limitations/implications – A major limitation of this study is the investigation of only one education service, i.e. MBA education. An extension to other types of education as well as other services would enhance the generalizability of the results. Practical implications – The results of this study suggest that MBA programs, local as well as international, should send clear, consistent, and credible signals to their students in order to position their brands in the market where information asymmetry exists. Originality/value – A major contribution of this study is the use of signaling theory to examine the relationship between signal quality and service quality.

As higher education continues to evolve from the gatekeepers of knowledge to a space of curators, creators, and connectors - universities are at a unique point in their history and trajectory (Wolfe and Andrews, 2014). Institutions are being called to discover more effective and efficient ways of preparing learners of all types and at all stages. Despite criticism, a general lack of funding, and false starts along the way (e.g., the concept of a massive open online course) - this transition involves a complex set of actors, actions, and artifacts. The question becomes, what lessons can we learn from those involved in transforming higher education to be more than it is currently?

The past years Germany's administrative bodies have accomplished a structural reorganisation process caused by shorter budgets but first of all by changed political requirements. This adaptation process will never end. Further the administrative bodies have to place asunder intensively to the changing political, economic, social and technological trends (PEST) and take the consequences. This means for the field of land development that the correspondent administration bodies have to be more and more an expert in service in spite of continued official authority tasks. To reach this aim it's necessary to introduce new forms of participation and partnership. To make this participation possible qualified bases for capacity-building have to be established. Therefore education and continued education at universities have to be stronger taken into account.

The main purpose of this article is to assess the opinions of district governors, who are the highest ranked civilian authority within a district, on educational problems and solutions at the local level. A qualitative research approach was utilized. The district governors believe that they have a very significant and active role in raising standards of education in Turkey. The findings show that district governors spend a considerable amount of time on education-related issues. The district governors asserted that central government should simply determine the general policies concerning education and provide them with more authority.

The aim of this study is to identify the degree of applying the electronic administration in Departments of the Ministry of Education in Jordan. The study sample consisted of 307 employees of administrative staff in the centre of the Jordanian Educational Ministry. Then, a questionnaire consisted of 40 items. The most important finding of the study is that the degree addressed was high. Also, there were no statistical significant differences in the degree to gender, but there were statistical significant differences attributed to the academic qualification, in favour of 'graduate studies'. Additionally, there were statistical significant differences due to the years of experience, in favour of 'less than five years'. The study recommends encouraging administrative staff to get optimal use of electronic administration, and to continue training the staff on the use of electronic administration, hardware, tools and related software in administrative work.

Directors of education in Greece operate at prefectural level and are the heads of the local directorates or bureaus of primary/secondary education. Because of the centralized character of the educational system, their role is restricted to facilitating the smooth operation of the local school system and implementing the national policy on school education. The research reported in this article aims at investigating the job stress experienced by the Greek directors of education. Three hundred and fifty-seven Directors of Education took part in the study. The two main questions addressed concern: (1) the level of job stress experienced by the participants; and (2) the main sources of their job stress. The results showed that directors of education in Greece experience moderate occupational stress while the main sources of their work stress come from different domains including the shortage of human and financial resources, the implementation of national educational policies and reforms, the nature and the characteristics of their work, their relations with people and specific dimensions of their career. Moreover, variations were found between the different subgroups examined with directors of secondary education and directors of directorates of education reporting higher stress.
